Summary of the Five-Year Strategic Plan of the Agriculture Faculty of, Kabul University (2021–2025)
This summary has been prepared to present a comprehensive, analytical, and formal overview of the Five-Year Strategic Plan of the Agriculture Faculty, Kabul University, for the years 2021 to 2025. The Faculty of Agriculture, as one of the leading and foundational institutions of higher education in Afghanistan, plays a pivotal role in training specialized human resources, advancing scientific research, promoting sustainable agriculture, and ensuring national food security. The formulation of this plan responds to the growing needs of society, scientific and technological developments, and the necessity of improving the quality of education and research.
The present Strategic Plan has been developed in light of the policies, objectives, and guidelines of the Ministry of Higher Education, the Strategic Plan of Kabul University, Islamic and national values, and based on the experiences gained from the previous three strategic plans of the Agriculture Faculty. This document comprehensively reviews the current status of the faculty in terms of organizational structure, human resources, scientific capacity, educational and research facilities, infrastructure, equipment, academic activities, teaching and research programs, as well as major challenges and limitations. This analysis provides a clear picture of the faculty’s current position and its future development trajectory.
In this plan, the vision of the Agriculture Faculty is defined as becoming a reputable national and international center in the fields of quality education, scientific research, innovation, community services, and sustainable agricultural development. The mission of the faculty focuses on training committed and specialized professionals in various fields of agriculture and animal sciences at the bachelor’s, master’s, and doctoral levels; conducting scientific research to address national agricultural challenges; reducing poverty; increasing agricultural production; ensuring food security; and contributing to national economic growth. The core values of the faculty include adherence to Islamic principles, academic commitment, quality in teaching and research, administrative transparency, professionalism, innovation, and accountability.
To formulate effective strategies, scientific methods for analyzing internal and external environmental factors have been employed. In this regard, the Internal Factor Evaluation Matrix (IFEM), External Factor Evaluation Matrix (EFEM), Internal–External Matrix (IEM), and SWOT analysis have been utilized. The results of these analyses indicate that the Faculty of Agriculture possesses significant strengths, such as experienced academic staff, a long-standing academic history, a diversity of departments, and the availability of research farms and orchards. However, it also faces challenges, including limited financial resources, shortages of advanced laboratory equipment, the need to enhance research capacities, and a relative dependence on government funding. Furthermore, opportunities such as the increasing demand of the labor market for agricultural specialists, the potential expansion of national and international collaborations, and the development of scientific research exist, while threats such as economic instability and environmental changes are also noteworthy.
Based on the outcomes of these analyses, the strategic objectives of the Faculty of Agriculture have been defined around key axes, including improving the quality of education and research; developing and standardizing infrastructure and laboratories; strengthening management and leadership systems; expanding e-learning and information technology; increasing the Faculty’s role in addressing societal and agricultural sector challenges; expanding national and international scientific and research collaborations; and gradually moving toward financial sustainability. To achieve these objectives, five-year implementation programs have been developed, specifying activities, implementation timelines, required resources, and expected outcomes.
In the final section of the plan, mechanisms for implementation, monitoring, and evaluation are clearly defined to ensure effective execution. These mechanisms include the assignment of responsibilities, indicators for measuring progress, a systematic reporting system, and the use of evaluation results for continuous improvement. The successful implementation of the Five-Year Strategic Plan of the Faculty of Agriculture can contribute significantly to enhancing the quality of higher education, advancing scientific research, training specialized human resources, and strengthening the faculty’s role in sustainable agricultural development and national economic growth in Afghanistan.
