Letter of intent Signed between Kabul University and Two Kazakh Academic Institutions to Enhance Scientific Collaboration

In a strategic move to foster scientific, research, and innovative cooperation, Kabul University has signed a Letter of Intent with the Kazakh National Agricultural Research University (KazNARU) and the Kazakh National University of Water Management and Irrigation (KazNUWMI).

The signing ceremony was attended by a distinguished delegation, including Honorable Sheikh Zia-ur-Rahman Madani, Deputy Minister of Academic Affairs at the Ministry of Higher Education of Afghanistan; Honorable Dr. Usama Aziz, Chancellor of Kabul University; Honorable Mirbek Ozbasar, Vice Minister of International Relations at the Ministry of Higher Education and Science of Kazakhstan; Honorable Dr. Kamshat Tussupova, Chancellor of KazNUWMI; and Honorable Dr. Rafis Abazov, Vice- Chancellor for International Relations at KazNARU university. The event was further graced by the presence of the vice-chancellors of Kabul University and several faculty deans.

The primary purpose of this Letter of Intent is to express a mutual commitment to expanding scientific and research cooperation among the three academic institutions, establishing a foundational framework for a comprehensive, official Memorandum of Understanding (MoU) in the future. Under the terms of this document, and in accordance with their respective rules and regulations, the three universities will collaborate to establish a joint educational, research, and innovation center within the framework of Kabul University. This center will focus on water resources management, irrigation, and sustainable agriculture, aiming to deliver scientific and innovative solutions to regional challenges in these sectors.

During the ceremony, the Deputy Minister of Academic Affairs of the Ministry of Higher Education, the Vice Minister of International Relations of the Ministry of Higher Education and Science of Kazakhstan, and other distinguished speakers emphasized the vital role of higher education, scientific research, innovation, and international partnerships. They lauded this initiative as a significant milestone toward strengthening academic relations between the universities of Afghanistan and Kazakhstan.

The signing of this Letter of Intent establishes the necessary foundation for long-term scientific and research collaboration between Kabul University and the aforementioned Kazakh universities. It is anticipated that this milestone will pave the way for a comprehensive Memorandum of Understanding (MoU) and the implementation of joint projects in the future.
