د څېړنو او پالیسۍ ملي مرکز د کنراډ اډناور جرمني بنسټ لخوا د کابل پوهنتون او لوړو زده کړو وزارت په مرسته پر ۲۰۰۳ م کال تاسیس شو. نوموړی مرکز د حقوقو او سیاسي علومو، اقتصادی او ټولنیزو علومو، سولې او د شخړو دحل درې ډيپارټمټونه لري، چې په ټول هېواد کې یې نړیوالو تجربو په رڼا کې د متخصصینو د افکارو او تجربو د شرېکونې په برخه کې بېلابېلې پروژې، سمنیارونه، سمپوزیمونه، ګردي مېزونه او کانفرنسونه جوړ کړي دي.

د څېړنو او پالیسۍ ملي مرکز د هېواد په کچه لومړی مرکز دی چې د استادانو او محصلینو تر منځ یې د علمي څېړنو نوی څېړندود معرفي کړ.، دې مرکز د هېواد د کورنیو بېلابېلو مسالو په اړه نظر سنجۍ هم کړي دی. د دې مرکز رییس او د ډيپارټمنټونو امران د کابل پوهنتون استادان دي.

د څېړنو او پالیسۍ ملي مرکز له ۱۳۹۸ هـ ل کال راهسې په نړیوالو ژورنالونو کې د مقالو د خپراوي په موخه په کابل او ولایتونو کې استادانو او محصلینو ته اته روزنیز ورکشاپونه دایر کړي دي، چې تر سل ډېرو استادانو پکې ګډون کړی و.
