برنامه آموزش استفاده از سیستم مدیریت آموزشی تحصیلات عالی (HELMS)  با تدریس و رهنمود محترم عبدالحی علمیار به هدف آشنایی محصلان صنوف اول و سایر محصلانی که با چگونگی استفاده‌ از آن بلدیت نداشتند راه اندازی گردیده بود، به روز پنج‌شنبه مؤرخ ۶ قوس سال جاری موفقانه پایان یافت.‍

این برنامه بر اساس مصوبه نمبر ۲۵ جلسه‌ی مؤرخ ۲۶ عقرب ۱۳۹۹ کابینه جمهوری اسلامی افغانستان که با در نظرداشت موج دوم ویروس کرونا تمام پوهنتون‌ها و مؤسسات تحصیلات عالی دولتی و خصوصی کشور در مقاطع لیسانس، ماستری و دکتورا را از تاریخ ۸ قوس الی ۱۵ حوت سال جاری رخصت اعلام نموده و همزمان با آن وزارت تحصیلات عالی نیز تمام نهادهای تحصیلات عالی دولتی و خصوصی را مکلف به تدویر برنامه‌های حمایوی دروس تشدیدی و ارائه‌ی دروس باقی‌مانده‌ی شان به شکل غیر حضوری از طریق آنلاین کرده  است، راه اندازی گردیده بود.

هدف از راه اندازی این برنامه که برای محصلان صنوف اول و سایر محصلان تمام پوهنځی‌های ۲۱گانه‌ی پوهنتون کابل تدویر یافته بود آشناسازی این محصلان با استفاده از سیستم HELMS، آمادگی برای ارائه دروس آنلاین پس از تاریخ هشتم قوس و ارائه دروس از طریق این سیستم گفته شده است. رهبری پوهنتون کابل امیدوار است با آموزش این سیستم محصلان عزیز در جریان درس‌های غیر حضوری و آموزش از راه دور جهت فراگیری دروس از طریق این سیستم با مشکل مواجه نگردند.
