-بالا بردن معیارهای تدریس در شرعیات با در نظر داشت روش‌های تدریس نوین.

- تحقیقات علمی، فقهی و مقایسوی با قانون و عرف أفغانستان.

- تقدیم کردن کادر متخصص برای قضا، څارنوالی، وکالت دفاع، استادان ورزیده به پوهنتون‌ها، مدارس دینی و لیسهها و سایر زمینههای مرتبط.

- آگاهی مردم از شریعت اسلامی و حقوق اساسی اتباع از طریق دعوت، نشر کتب، مقالات سیمینارها و مصاحبه‌ها.
