Establishment of e-governance Academy at Kabul University

Based on the proposal of the Directorate for Renewal and Development of the Systems and Processes of the Deputy Technical Directorate of the Directorate General for the Administration of the Directorate of Civil Aviation and Leading the Honorable President of Islamic Republic of Afghanistan, in order to increase the efficiency, the effective production level and eliminate parallel systems and streamline long processes, transform paper-based systems into automatic systems, and bring transparency and speed to everyday tasks.

The meeting was held on Tuesday, 16th October, with the presence of Prof.  Hamidullah Farooqi Chancellor of Kabul University and Senior Minister Adviser of Islamic Republic of Afghanistan in Higher Education Affairs, Prof. Sayed Farhad Shahid Zadah, Head of the Ministry of Education Coordination and Academic Affairs, Prof. Mohammad Hanif Gharni Deputy Director for Renewal and Development of Systems and Processes of the Directorate General of the President of Republic of Afghanistan, Honorable Head of Information Technology of Higher Education Ministry, Honorable Head of e-governance and Good Governor of the Ministry of Communications and Information Technology, Honorable Head of Computer Science Faculty at Kabul University, a number of advisers, executives and experts from the Ministries of Higher Education, and Telecommunications and Information Technology and professors of the Computer Science Faculty, were launched in Kabul University Chancellor’ Office.

This welcome meeting and introductory speech on the topic were initiated by the Prof.  Hamidullah Farooqi Chancellor of Kabul University and Senior Minister Adviser of Islamic Republic of Afghanistan in Higher Education Affairs. Then, Prof. Mohammad Hanif Gharni, Deputy Head of the Department of Renewal and Development of Systems and Processes of the Directorate General of the Office of Presidential Affairs talked about how to create an e-governance academic institute in the country and its importance in society.

Also, Prof. Sayed Farhad Shahid Zadah, Head of the General Affairs and Academic Affairs, also spoke on how to set up this academy at Kabul University and its urgency in the community, along with its weaknesses, challenges and opportunities in terms of how to create this program in Kabul University.

Meanwhile, a number of heads, advisers, and professors from Computer Science Faculty, also shared their views on how to set up this academy in Kabul University, with the meeting taking place at the recent meeting of the Technical Committee consisting of various experts in the field of computer science, public administration and policy, professors from the Faculty of Economics and Law and Political Sciences at Kabul University were appointed, in order to discuss the subject after deep and comprehensive scientific studies and in accordance with the key points and technical points, they will submit their comments to the next session in order to provide a practical decision in the light of technical and academic studies of similar institutions in other countries and after localization of the program.

It is worth mentioning that an e-government program at the country level is to be funded by the Ministry of Higher Education at Kabul University, with the aim of fostering administrative and academic affairs, by training cadres, improving the capacity of civil servants, drafting policies and strategies and the launch of scientific research programs on e-government in Afghanistan will be in place. Of course, these hopes have been raised in the context of the vision and mission of this scientific project in a vision of changing public services and governance in Afghanistan.
